• It illustrates an educational article about the National Register of Historic Places listed building that the photo represents.

• It is not replaceable with an uncopyrighted or freely copyrighted image of comparable educational value.

• The photo is only being used for informational purposes.

• Its inclusion in the article adds significantly to the article because the photo illustrates the former extensive state of disrepair, including severely damaged roof and missing windows, of this historically-significant building before its adaptive reuse and restoration.

It is believed that the use of low-resolution versions of such images solely to illustrate the historic appearance of the building in question, where no free equivalent is available or could be created that would adequately give the same information on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under the copyright law of the United States.
