Hijo de José Fernández Madrid. Nació en La Habana en 1817. Se educó en la universidad de Oxford en Inglaterra y en colegios de Bogotá. Catedrático del colegio del Rosario, cumplió con varios cargos públicos como el de subsecretario del Ministerio de Relaciones Exteriores, presidente del Estado de Boyacá y diputado al congreso. Fecundo escritor su obra más conocida es la biografía del general Francisco de Paula Vélez. Sus cartas, donde analizaba las producciones intelectuales de sus contemporáneos, fueron publicadas en El Repertorio Colombiano. Murió en 1875 en Serrezuela, que luego tomaría el nombre de Madrid, en Cundinamarca, en su honor.
