Minimal use (WP:NFCC#3)	The image is at the usual poor resolution; it is used only here; and is the only Tolkien illustration in the article.
Respect for commercial opportunities (WP:NFCC#2)	Since the image has been in print for a quarter of a century now, and even then constituted only a minor aspect of the book, it seems most unlikely.
