Handwritten note below photo and printed names reads: "Governor J.M. Rusk of Wisconsin and Staff, all of whom (?) were veterans of the Civil War. Nearly all cripples with one arm or leg as the (illegible word) of their service. The Governor and staff attended the National Encampment of the Grand Army held in St. Louis September 1887 and presented this photograph in acknowledgment of courtesies received from this Commandery."
