The photo was taken over 50 years ago in 1962 by a UK government employee (whose wages were paid by British taxpayers) in the course of his official duties. Additionally, the photo was published in a free Police newsletter (distributed via printed copies and online versions) as a PR exercise. The newsletter does *NOT* contain any indication of copyright because the contents are intended to be as widely distributed and read by as many people as possible.
