Purpose of use in article (WP:NFCC#8)	This photos depicts Lee Kuan Yew's proclamation of Malaysia and is a cumulation of his efforts since 1954 to bring it about. It depicts Lee making the proclamation backed by the slogan 'MAJULAH MALAYSIA' (Onward Malaysia) and the Singapore and Malaysian flags, signifying his loyalty to both the State of Singapore and Malaysian federation. This file helps reinforce into the reader that for the next three years until separation, Singapore was part of Malaysia.
Not replaceable with free media because (WP:NFCC#1)	There are no alternative free illustrations of the events as Singapore's Copyright Act states that photos taken prior to 1987 expire only 70 years after it is taken. As 70 years has yet to elapse since 16 September 1963, the nearest year one can expect a free file to be available is 2034.
Minimal use (WP:NFCC#3)	This file is only used once on Lee Kuan Yew's page, and is placed alongside the paragraph detailing the proclamation of Malaysia.
Respect for commercial opportunities (WP:NFCC#2)	The file's resolution has been drastically reduced to the point only the essential details are visible, which are the 'MAJULAH MALAYSIA' slogan, Malaysian and Singapore flags, and Lee's proclamation. It's impossible to utilise the image in any publication or newspaper article as the quality of the image is significantly worse than the original copy on the website. The National Archives is also not a press agency.
