Unclear who made this particular image, but a similar image was published in the Atlanta Journal Constitution on February 19, 1941 and attributed to staff photographer Bill Mason.https://www.newspapers.com/clip/18172668/the_atlanta_constitution/ The clothing in both images appears to be identical.
