Purpose of use in article (WP:NFCC#8)	There are few images available that show the devastation caused by the Moorgate tube crash - the principal subject of the article. This image will be in the relevant section of the article, relating to the efforts of the London Fire Brigade - a subject of public interest. The image meets general Wikipedia content requirements and is encyclopaedic.
Not replaceable with free media because (WP:NFCC#1)	This was a unique moment in February 1975, captured either by news or police cameraman. It is too early for any works to become PD, and it is impossible to recreate a historical moment
Minimal use (WP:NFCC#3)	1. This is one of two only two non-free images in the article. 2. The image is of a smaller size than others copies of the same image widely available in electronic media. 3. It is a (slightly) cropped version of the one in the original source
Respect for commercial opportunities (WP:NFCC#2)	The copy is of sufficient resolution for commentary and identification but lower resolution than the original image.
