I believe there is a fair use right to this logo.
1. Using this logo will not harm commercial opportunities for PDX Pop Now!
2. The low-resolution nature of the logo is not adequate substitute for the real artwork.
3. A reasonable reader would not be confused into believing that the article is written or authorized by the organization just because its logo is used.
4. No free alternative exists or could be created.
