Minimal use (WP:NFCC#3)	It will only be used for his article photo.
Respect for commercial opportunities (WP:NFCC#2)	I don't believe the newspaper is around anymore and Duncan is dead.
Other information	The subject of the photograph has been deceased since: 21 January 1959
