1. Tengen have not released any such images into the public domain, and a replacement image could not be created that would adequately provide the same information
2. The image is low resolution
3. The use of this image neither detracts from the game nor inhibits the sale of the game in any way.
4. The image is being used solely for informative purposes, and illustrates the text next to which it appears, which describes the screenshot portrayed, it serves to illustrate an aspect of the game.
