For visual identification of the person within the Tina Bell article, as she is one of very few Black women who performed in the genres of punk and grunge music, especially during the early days of those movements. The article devoted to Tina Bell as one of the prominant artists of the 1980's scene.

I searched for a free alternative but I could not find one, perhaps because her career was short and before the digital photography era. The image I selected is low-resolution, black & white, small-sized (within Fair Use specifications). It is a historical image of a person who is deceased. Any derivative work based upon the image would be a copyright violation, so creation of a free image is not possible.
Minimal use (WP:NFCC#3) To be used only so readers of the encyclopedia know what she looked like. It is low-resolution, small sized and black and white.
