Waukegan Public Library (1903). The first public library in Waukegan was established in the county court house in 1858. In 1866, the Young Men's Assocation of Waukegan established another library with a small member fee; it closed in 1881. In 1894, the Sesame Club of Waukegan pushed to create a free library. The Waukegan Library Association ws incorporated the next year. A. K. Stearns, the publisher of the Wasukegan Daily and Weekly Sun wrote a letter to Andrew Carnegie requesting funds for a building. Carnegie agreed to a $27,500 grant as long as the city supported it with taxes equal to 10% of the gift. The building served the city until 1965. It was used for the United Service Organization for the next fifteen years and has remained vacant since.
