This has obviously been altered. I don't know what "CES 53" is supposed to signify, but it is way too uniform across his chest, leading my to believe that it has been added to the original photo. Also, the backwards "9" would seem to indicate that the photo is perverted, which makes makes the non-perverted "CES 53" even more unusual in this photo.
