During the 1930's Japan used an extraordinary amount of deficit spending on military arms, are you sure this graph is truly representative of this spending? I'm not sure how Japan's military funds during this period should be classified(as either defensive or offensive) and if they have a place on this graph, but if we're classifying Germany's military funds as "defense funds" some attention should be brought to the "defense funds" that Japan used to fuel their fight in the Pacific theatre. This graph is hard to read: the colors are too similar, then lines are too small, etc.
