The dimensions given in this image is not compliant with the spec from which the dimensions arise.

Consult ANSI/EIA-310-D

Per Public Law 100-418, the constraining dimensions should be in metric. The values for the spacing and size is 31.8mm outer spacing with 12.7mm in between, so the "U" height practically becomes 1.752 (and not 1.750) and the hole-to-hole spacing becomes .62598 which is ~.626, not .625 as shown. Spacing between "U" is still .500

Sorry, this is not true. EIA-D definition of 1U is still 44,45mm or 1,75" (page 3). Note that rev "D" was "soft converted"[1] and 31,8 is in fact 15,875 + 15,875 = 31,75 + 12,7 = 44,45mm = 1,750".
