it's not just that the animation is too fast... the specified frame delay is so low that browsers will waste a lot of cpu resources on updating the image. (GIMP says that the delay is 30ms per frame, which means 33 frames per second!)

i uploaded a version with a more reasonable delay (200 and 120ms) here: http://commons.wikimedia.org/wiki/File:Walkingman_slow.gif but i can't overwrite the original file on commons beacause my "account is too new", so somebody else will have to do that...
