Discrepancies with ITU document[edit]

I found a couple of discrepancies between this listing and the list in the official communique from COFETEL to the ITU, dated 2006-11-22, [1]

Specifically:
San Cosme Xalostoc, Tlax., was listed here as 241, in ITU as 247
Potrero, Ver., here 273, ITU 271
Estanzuela, Ver., here 228, ITU 279
Piedras Negras, Ver., shown in ITU as P.N., Pue. (appears ITU is wrong)
Papaloapam, Ver., should be Papaloapan (-N, not -M)

I changed SCX, Tlax., but did not change the others, pending further corroboration.
