English: 1007015-N-0995C-055 SOUTH CHINA SEA (July 15, 2010) - A rigid hull inflatable boat (RHIB) from USS Chung-Hoon (DDG 93) prepares to conduct a Visit, Board, Search and Seizure (VBSS) exercise onboard Republic of Singapore merchant vessel Avatar, as part of Cooperation Afloat Readiness and Training (CARAT) Singapore 2010. VBSS is a procedure that allows Sailors and Coastguardsmen to board a vessel to make sure that both crew and cargo are in compliance with the laws governing that region. CARAT is a series of bilateral exercises held annually in Southeast Asia to strengthen relationships and enhance force readiness.
