After such a time, and on the basis of your assurances that you will not do the same sort of things as led to the block, I am willing to give you a second chance. As indicated below, it would have been helpful to have had an indication of what type of editing you are likely to do, but in this kind of situation I don't think it's essential for you to have an advance plan, rather than following the "if something were to come up" approach that you suggest. I have consulted the blocking administrator, who agrees that giving you another chance is reasonable. However, be very careful to avoid doing anything similar to the things that led to the block, as it is very likely that an administrator will not give you the benefit of the doubt in view of your history, and I don't want to see you blocked again. It has been over a year and a half since the block, and I am willing to believe you can have changed in that time, so I am ready to consider unblocking you. However, it will be easier to do so if, as Ritchie333 suggests, you give some indication of what editing you are likely to do if unblocked.
