The box on the category page tells us (emphasis added):

  • Due to the scope of this category, it should contain only subcategories and possibly a limited number of directly-related pages.

Sure.

  • One subcategory with two entries.
  • Another subcategory with no entries except a subcategory with one entry.

Well, I can see four entries in the subcategory Olympic athletes for Bohemia. The second subcategory (Olympic medalists for Bohemia) which should not include any entry, may later consist of two subcategories (Silver and Bronze medalists). The Silver medalists will always have just one entry, the Bronze medalists (not founded yet) might consist of maximum 6 entries. Although other possible subcategories, such as Fencers for Bohemia, will also have (if founded) just a very limited number of entries, I think they can be included into the standardization process, which makes things easier to find.
