Scope of category -- include individuals?[edit]

In Category talk:2004 United States election voting controversies#Scope of category there was a discussion about including in the category individuals with significant connections to the category subject. A similar issue has arisen here, as User:LarRan has removed several individuals from the category. I'm reverting the removals from Category:2004 United States election voting controversies but ignoring removals of individual bios from this category; I leave it to those who work on the category or the affected articles to consider the appropriateness of the removals.
