Proportional Representation - Party List would create a different political culture in Australia[edit]

My paper is an advocacy paper. There is growing dissatisfaction with adversarial politics at both levels of the Australian federation but few academics and politicians go beyond minor changes. Australia now is a multi cultural society but this is not reflected in the political system. This paper is NOT just a description of the existing system. It seeks solutions to obvious and acknowledged problems. Conceivably, the cause of this may well be distance of Australia from proportional systems in Europe but it should be pointed out that New Zealand made this change basically 30 years ago to general satisfaction expressed in post 1996 referendums. In addition, I should point out that the UK is now experiencing a Movement in favour of PR named Make Votes Matter/Sort The System. John Cleese started his advocacy for PR in the mid-eighties. In the US Hillary Clinton gained 2.4 million more votes than Trump due to the Singel Member District system. I recommend this paper to Wikipedia.
