As the log shows, new users are repeatedly creating this page because it is redlinked from a prominent template, {{editor toc}}, used in many help pages. Eventually the bot that syncs {{editor toc}} with meta should also sync this page. — Kaustuv Chaudhuri 23:22, 20 December 2006 (UTC)
