@Nakon: I think this message only appears when trying to create an account with a username that is reserved for a user that has requested a rename via the Special:GlobalRenameRequest queue. This was created in gerrit:156488 (and moved during AuthManager implementation in gerrit:284499). I'm not aware of any other rename queues. @Xaosflux: That would serve my purpose (allowing WP:ACC to know that the account can't be created due to a pending rename); however, MediaWiki:Userexists (local) and MediaWiki:Centralauth-account-exists (global) are for existing users, so I don't think the message is shown for existing users. — JJMC89(T·C) 03:06, 10 July 2016 (UTC)[reply]
