@Nakon: I think this message only appears when trying to create an account with a username that is reserved for a user that has requested a rename via the Special:GlobalRenameRequest queue. This was created in gerrit:156488 (and moved during AuthManager implementation in gerrit:284499). I'm not aware of any other rename queues. @Xaosflux: That would serve my purpose (allowing WP:ACC to know that the account can't be created due to a pending rename); however, MediaWiki:Userexists (local) and MediaWiki:Centralauth-account-exists (global) are for existing users, so I don't think the message is shown for existing users. — JJMC89 (T·C) 03:06, 10 July 2016 (UTC)[reply]

Done @JJMC89: I put in the "or" version - a brief review suggests this should appear for rename oeprations, and that the centralauth-account-exists should appear for create account operations - let me know if this is not OK for your requested change. — xaosflux ^Talk 14:05, 10 July 2016 (UTC)[reply]
