The page in question, Special:CentralAuth, is frequently referred to users who are seeking a username change in order to check for username availability (Special:ListUsers should not be used, as it does not report usernames that have been taken on another Wikimedia project. Renames are now done globally, so if a username is taken on another Wikimedia project, it is considered taken on all projects, even if it isn't registered locally). The current message seems a bit vague in the fact that CentralAuth checks for username availability across all of Wikimedia.
