Non-qualifying teams[edit]
From the article, it seems that Wales, Ireland (IFA), Luxembourg, Israel and Cuba were the only participating teams that were not invited to compete in the World Cup, all other non-qualifying teams having received (and in many cases, refused) an invitation.
