The intermediate stage is a part of the second phase, not phase itself. Find official IHF article https://www.ihf.info/media-center/news/turkey-through-next-egypt-2021-european-qualification-phase. On other articles i.e EHF they also mentioned the same. Only difference is they name intermediate stage as "Phase 2 - Part 1", while final play-off to be played in the June 2020 they name "Phase 2 - Part 2". Please take this into consideration
