Former candidates who have declined a run this time[edit]

Looking for advice about where we draw the line for inclusion under 'Declined to be candidates' (perhaps @Pokelova can tell me?).

In 2019 Louise Hutt ran for mayor and council, unsuccessfully on both counts. This time she's running for council only. Does she warrant inclusion?
