I'm hardly an expert. My attention was drawn to this article by AFD and I remember the controversy about Quinn. I do know there are plenty of allegations out there but AFAIK Lords and Quinn are the only well-known actresses to be named. Incidentally I intentionall left off the birthdate info as it didn't seem to jive with the chronology. My bad, it was another article that said that. I think the industry was more ticked at her for bad-mouthing it on Hard Copy et al than the underage thing, since Traci Lords was a much bigger deal and the industry survived and none of the others cited in your linked story made the sort of headlines.
