Municipality Type[edit]

Per the Illinois Secretary of State, which has the duty of keeping track of incorporated municipalities in Illinois, Annawan, Illinois, is an Incorporated Town--not a Village. See the following email. Squideshi (talk) 23:07, 26 August 2011 (UTC)[reply]

Thank you for bringing this inconsistency in the Blue Book and Illinois Counties & Incorporated Municipalities. The two listings of Illinois municipalities are apparently compiled by different offices and they do not agree on whether Annawan is a town or a village. The Blue Book listed Annawan as a town until the 1983-84 Blue Book when it changed it to a village. The Counties & Incorporated Municipalities publication has consistently listed Annawan as a town. The source of information for this publication is the Secretary of State Index Department, which has the duty of keeping track of incorporated municipalities. A person from that department informed me that another person keeps track of the data for the Blue Book. This person does not know where they got the data for their listing.

The source of confusion concerning the corporate structure of Annawan, however, is far more interesting than the matter of who keeps the list. I pulled the Secretary of State municipal charters file for Annawan and discovered that in 1971 a controversy arose over whether Annawan was a village or a town. Annawan's attorney urged that Annawan be recognized as a "duly constituted Village through an ordinance enacted in the year 1880." The village could not provide a copy of the ordinance or other evidence adequate to establish its status. The only evidence offered was the village seal which indicated its establishment in 1880. The Secretary of State offered suggestions of what would constitute sufficient evidence and said that they would definitely need a specific date--month, day, and year. The problem had arisen because Annawan was about to enter into an agreement with the Social Security Administration and needed to establish its corporate status.

The end of the story thus far is that Annawan never established its status as a village to the satisfaction of the Secretary of State, but it has operated, supposedly since 1880, as a village.
