In response to the increasingly high demand for quality higher education in Afghanistan, and the need for the development and delivery of capacity building and enhancement courses for different entities, Bakhtar University was established in 2005. A professional eleven-member Board of Directors is responsible for the overall management of Bakhtar University, including liaison with the Ministry of Higher Education (MoHE). Matters pertaining to the operations of Bakhtar University include the selection of managerial and administrative staff for the execution of educational projects, registration with different educational entities, and preparation of curriculum in line with the contemporary requirements of MoHE and respected international universities. The Board of Directors is also required to evaluate needs of the Afghan society and arrange additional courses accordingly. Currently, Bakhtar University employs both international and national staffs who work across two campuses in the Kart e Char area of Kabul City.

Bakhtar University has ongoing affiliations with Oxford Brookes University in the United Kingdom and Indira Gandhi National Open University (IGNOU) in India. The University has also recently established an affiliation with Georgetown University, USA. In 2005 Bakhtar University began delivering Association of Chartered Certified Accountants (ACCA) courses. ACCA was established by a group of private accounting professionals in the UK, and today ACCA is among the most respected and recognized accounting and auditing certifications in the world, having given courses to 320,000 students in 170 countries. Since the start of the ACCA courses in Kabul in 2005, more than 1,000 students have enrolled in Bakhtar University to study the ACCA accounting courses. In June 2006, for the first time in Afghanistan, ACCA certified the British Council in Kabul to conduct ACCA testing. 205 students took the exams and 90% successfully passed. This very high pass rate is an indication of the international-level quality instruction being delivered by Bakhtar University as well as the motivation of the students to study the course materials.

Over and above, Bakhtar University has 200 students in the IGNOU program. The majority of these students are Masters level students where Masters degree level education for certain courses is not available in Afghanistan or where the students live in remote provinces of Afghanistan so do not have access to quality higher education.

Bakhtar University presently has 3000 regular enrolled students who are pursuing their education, following one or more of the courses mentioned below.
