March 2021 airplane crash[edit]

Can someone more knowledgeable than myself about the structure of the Kazakh government please confirm whether this agency was the operator of the aircraft involved in this recent crash at Almaty International Airport? (Another reference here.) I am having trouble determining whether Kazakhstan has another agency that could be referred to as the "border guards" or "border guard." Thanks.
