Funding[edit]

The article lists the responsibilities of borough councils, but what is the funding mechanism for borough councils? Are they funded by the city? Do they have their own taxing powers? This needs to be made clear in its own subsection. --Criticalthinker (talk) 09:32, 15 April 2013 (UTC)[reply]
