Created the article. Actually, coming from a non-survival-of-Roman-admin perspective, it looks like a a cleric was fitting native Welsh concepts into a context where the words had to be expressed in a Latin (ie, Roman) context, so he wrote "one of the Men of Gwynedd" as "citizen", and "steward or maer" as "magistrate", confident that people would understand what was meant. However, the notable historians quoted in the article all seem to have missed my excellent interpretation. Notuncurious (talk) 22:45, 8 February 2013 (UTC)[reply]

That does actually seem like a plausible explanation to me, but of course you'd have to find a reliable source that states that. Don't know why no academic has presented that sort of explanation, but then I'm no expert in this subject. --Hibernian (talk) 18:25, 28 November 2013 (UTC)[reply]
