"The 90s"[edit]

"In 2005, Los Angeles reported 489 murders, a major decrease from the 90s which 1,096 murders were reported."

Outline for improvment[edit]

Okay, I have no background knowledge on this subj., but I can help, because this article is in terrible shape. The first problem with the info on this page is the way it's organized and presented, It's like each section is a spicific riot, with subtle details about the situation as a whole interwoven.To make it good, let's
1 organize the article by years/periods
and subdivide each section further into
a.major trends,
b.very major events, and
c.the police's reaction to stuff, etc.

This article read like a summary of the topic it was supposed to cover. And a badly written summary. Can we go more in depth? Maybe chronologically? By neighborhood?
