Is the Infobox text correct?

Comparing the text of the Act in the infobox with what this seems to be about, I'm confused. Either there is some way in which the text, apparently about the Isle of Man, loops round and becomes relevant to America, or there's a mistake somewhere. I've asked the editor who added it, Jphill19, in the hope that they can clarify or correct. I'm loth to do anything myself, this being a looong way outside my usual WP comfort zone.
