Don't think I'd consider MacKay Avenue part of the downtown proper. The article suggest Boyle Street is not part of the Downtown Core proper, with which I agree. MacKay Avenue runs from Boyle Street to Riverdale, a neighborhood immediately south east of the down town core IIRC.

I'll have to correct myself. I'm still not sure where MacKay Avenue is, but the road I was thinking of is Alex Taylor Road.
