Background[edit]

This article could use some background - why was this law passed? Did it have anything to do with greater awareness of potential energy supply disruptions after the 1990-91 Gulf War? -- Beland (talk) 01:07, 28 December 2013 (UTC)[reply]

Titles[edit]

Lacks citations to reliable secondary sources[edit]

Greetings Wikipedians! Currently, the only citations are to primary sources. That makes the current text akin to original research, which is against Wikipedia policy.
