This page needs to be clear that it is not referring to "ICF" Insulating Concrete Formwork, which also uses polystyrene during construction but in a totally different method.

EPC uses Polystyrene -in- the concrete, while ICF uses polystyrene as a mold of sorts that is then left on as a form of insulation and structural strength.
