The title's capitalization should be Family over Everything. As far as I can tell, "over" is used as a preposition in the title, rather than as another part of speech ("over" is not always a preposition – see the Wiktionary entry for "over" – in which case it might be capitalized). Per MOS:5LETTER, unless the preposition is the first word in a title, prepositions that are shorter than five letters should not be capitalized.
