Comparison
Is this similar to a community college (Associates Degree) in the United States? If so, I will add the comparison to make it more comprehensible for 300 million American readers (it is sometimes--rarely--used in Canada too). Meaning?
I do not understand what this sentence under the History section is intended to say or how it should be worded, "This has been blamed on a number of factors, including the introduction of student number could that limited the number of students universities could recruit rather than the tourism number on courses".
