French Society of Strasbourg to Rhine Navigation[edit]

I am highly interested by this flag, which relates to a city (Strasbourg) I am originally from. This flag and corresponding text appears to have been added on 16 August 2015. Yet, it is the first time I am seeing this flag and I must admit I am quite surprised of its existence. With a quick search on Google through images, I have not seen any other webpage, including the corresponding French Wikipedia page, mentioning this flag. Going further, I see on this flag the baselstab, which is the symbol of Basel city, in Switzerland. Should be inferred from this that the French Society of Strasbourg to Rhine Navigation was an entity existing from 1871-1919 when France had no access to the Rhine river, and used Switzerland as a neutral intermediary to have an harbor on the river? Thank you so much for enlightening me (and potentially other readers), and do not hesitate to cite a corresponding source to the article as this element seems to me to be far from obvious.
