English translations of titles in the Norwegian civil service are officially regulated per https://www.regjeringen.no/no/dokumenter/stillingsbetegnelser/id629907/

Byråsjef is officially translated as Principal Officer. Underdirektør is translated as Assistant Director General. Avdelingsdirektør is officially translated as Deputy Director General. Direktør in the title of a leader of a directorate such as IMDI is translated as Director General.
