I don't understand 31C (Lakeland)[edit]

Main was all 122 or 11. So why the need for a 31C on it? Could the arrow be pointing to something else? The 1981 county map on http://www.gnahrgis.org/ doesn't show any 31C (zoom in just east of Nashville for the Lakeland inset) and I can't find 31C on any earlier county maps (though admittedly they are hard to read). Road Begins in Brooks County[edit]

The road begins in Brooks County as it is on the other side of the Withlacoochee from Lowdnes County.
