Opening a formal merge discussion since my WP:BOLD edit was reverted: there would appear to be clear continuity of office between these two roles as the acting government of Cardenal Caro, and there do not appear to be sufficient sources available to establish the separate notability of the "provincial delegate" position. Spanish Wikipedia isn't too much of a help here since they lack an article on either the governor or provincial delegate, but they do clearly list the two positions as a continuity of governance at their article for the province (although without much sourcing either way, so that may not mean much). I would ask that Bedivere provide sources motivating their perspective that these should be treated as distinct topics and not be merged, as the sole cited source about the transition ([1]) pretty clearly refers to the position as being transitioned from one to the next, rather than being totally abolished and replaced with something else, referring to it as a ceremonia del traspaso de mando ("ceremony of the transfer of the mandate"). signed, Rosguill talk 17:56, 15 May 2024 (UTC)[reply]

I sincerely wouldn't mind these articles getting merged, but I think the more appropriate target would be that of the presidential delegate, since the governor post no longer exists, but it is also obviously continued by that of the presidential delegate. The article you cite also says "Tras 42 años deja de existir la Gobernación Provincial de Cardenal Caro" (after 42 years, the provincial government of Cardenal Caro ceases to exist). No issue with it being merged to the provinicial delegate article IMO. Any thoughts on potentially merging to a new title Government of Cardenal Caro, since that would explicitly cover the scope of both titles? signed, Rosguill talk 18:03, 15 May 2024 (UTC)[reply]
