Question about sources[edit]

Possible copyvio from http://www.access.gpo.gov/nara/cfr/waisidx_02/49cfr173_02.html and http://a257.g.akamaitech.net/7/257/2422/14mar20010800/edocket.access.gpo.gov/cfr_2002/octqtr/49cfr173.132.htm, among others. It's from the Code Of Federal Regulations 49 CFR 173.132 and 173.133 -- is this uncopyrighted since it's a government publication? Should better credit be given?
