While this is certainly a neologism, whether or not its use is "notable" is subjective. Quantitatively, there are about 400 Google results for both "hairshirt green" and "hairshirt environmentalism". Admittedly, not many. The idea it encapsulates is certainly widely expressed - there is a growing concern within the environmentalist movement that reduce/reuse/recycle is not going to be enough. Necessary, but not sufficient.

Wikipedia is not the right forum to hold this debate, but it does provide a mechanism to at least define the terms. I don't think anyone would argue that this is not an important topic that's being actively discussed.
