I'll work on this again tomorrow. I'm too tired now to focus on the indoor/outdoor distinctions between Steps 2 and 3. Also, need to do the business closure rules, which I'm really hoping won't be too different from what we had before. MichaelMaggs (talk) 18:02, 23 March 2021 (UTC)[reply]

Done. Tbh I don't think it's worth putting in significant effort write up the detailed business closure rules for Steps 2 and 3 now as they are not due to come into effect for several weeks at the very earliest, and experience tells us that they will be repeatedly fiddled with before then. Alcohol sales from hospitality businesses[edit]

I've edited to reflect that per sch 1 par 11 (1-2) pubs etc. may not sell alcohol by click & collect.

11.—(1) Paragraph 9(1) does not prevent the person responsible for carrying on a restricted business, or providing a restricted service, of a kind specified in paragraph 13(4)—
(a)from selling food or drink (other than alcohol) for consumption off the premises; (b)from selling alcohol for consumption off the premises by a method of sale permitted by sub-paragraph (2).
(2) The methods of sale permitted under this sub-paragraph are making deliveries in response to orders received—
(a)through a website, or otherwise by online communication, (b)by telephone, including orders by text message, or (c)by post.

Government guidance vs regulations[edit]

I see that government guidance is still confusing things. According to the guidance, "Overnight stays away from home in this country will be permitted" at Step 2, not before 12 April. But that's actually allowed under Step 1, so long as you don't breach a gathering restriction. Also, interesting use of the undefined expression "non-essential retail" to imply that most shops can't open until Step 2: "Additional premises will be able to reopen but should only be visited alone or with household groups: non-essential retail ... ". That's not the case: non-essential shops (such as bookshops) that are not explicitly stated to be restricted businesses under Schedule 1, paras 13(2) or (5) are as I read it allowed to open on Monday, 29 March.
