Colonial?[edit]

“ As befits a colonial enterprise, most railway lines in Indonesia had a dual purpose: economic and strategic.”

Many railway lines have both military and economic purposes all over Europe. It’s not the colonial that makes them dual use - it’s the nature of many railways, be there colonial or not.
